after installing Windows XP SP3, unable to print in Thunderbird and Firefox when using non-admin account

This occurred in Thunderbird 2.0.0.17, Firefox 2.0.0.17 and Firefox 2.0.0.14 only after installing Servicepack 3 for Windows XP Professional. It occurred only when using a Windows login without admin privileges.

When I open a print preview and click the "Print..." button, the hourglass appears, but nothing else happens. When I try to close the window, a dialog appears telling that the application does not respond.

The problem has not occurred again since I uninstalled SP3.

Steps to Reproduce:
1. Log in to Windows XP Professional SP3, using an account without admin privileges.
2. In Thunderbird, select any message (or web page in Firefox)
3. Open print preview (appears normal)
4. Click "Print..."
Actual Results:  
Hourglass appears; nothing is printed. 

Expected Results:  
Message or web page printed

Printing worked from other applications (Internet Explorer 7 or VSlick Editor, e.g.)in a non-admin account with Win XP SP3 installed.
Moving to a core component for better triage as this happens with both Thunderbird & Firefox.

However I suspect this is more an issue with Windows XP SP3 rather than Firefox/Thunderbird.
