This is a followup from bug 340327.  See that bug's attachment 247201 [details].

In a message that has a long (comma-separated) recipient list (To/CC), if one of the addresses is MIME-encoded, the text of that address and all subsequent ones is treated as a single string for the purpose of address recognition.  That is, hovering over any portion of the list from the beginning of the MIME'd string causes the entire subset to appear highlighted; and a single instance of the star+dropdown tools is displayed which attaches to that entire string as a single address.

Using the context Compose Mail To, the new message is addressed individually to each of the recipients.  Clicking the star creates an address-card entry with no name but with the entire string in the address field.
