Overview:  A cert dialog pops up before the login dialog, and clicking on any 
button (including the close box) seems to prevent the login dialog from appearing 
and the app 'sits and spins'.  This cert dialog does not appear on Win98 or 
Linux, and this is a Macintosh-only problem.

Steps to reproduce:
1) Launch MacOS9 2000-07-18-10-M17 Commercial build
2) Load http://www.datek.com/investcenter/login.html
3) Click on the 'Go' button next to the select list in the upper left corner of 
the page
4) A cert dialog will appear.  Click on any button or the close box.

Actual Results:  The cert dialog goes away and the login dialog never appears.  
An error dialog "The operation timed out when attempting to contact 
investment.datek.com" appears after a minute or two.

Expected Results:  The cert dialog goes away and the login dialog appears.

Platforms Tested:
- MacOS9 2000-07-18-10-M17 Commercial
- Linux6 2000-07-19-10-M17 Commercial
- Win98  2000-07-19-11-M17 Commercial

Additional info:  This is blocking regression of bug#22561
