Always full-screen there is no re sizable popup window.

Steps to Reproduce:
Click on Show clock in pop-up window

Actual Results:  
There is always full-screen


Expected Results:  
Small re sizable popup window
Works fine for me with latest trunk on Windows XP and with a new profile. If it opens in a new tab, try resetting the pref browser.link.open_newwindow.restriction in about:config
