Adding oneself to the CC list, without comment, should not trigger bugmail (except to the submitter)

There seems no point at all to send lots of bugmail out when I simply check off "Add me to the CC list" and Submit. I can't imagine that anyone cares that I'm watching a bug.

A bugmail to ME, on the other hand, would be nice to have.

The easiest way to detect the situation, IMNSHO, would be to detect the empty comment box.

Reproducible: Always

Steps to Reproduce:
1. Call up a bug
2. Observe that "Add me to the CC list" is checked.
3. Don't change anything else.
4. Submit
Actual Results:
Bugzilla reports a number of e-mail notifications sent.

Expected Results:
The submitter should get a bugmail, but no-one else.
Everyone is free to control this from their email prefs. If they get bugmail when you CC yourself, this means they decided to receive bugmail in this specific case. There is nothing wrong here.
