When you visit any page, and mouseover a text or image that have a tooltip text, it will displayed. Then if you open anyother page or if you stay in the same page, and scroll down (using the scroll wheel of the mouse) and direct place the mouse over the bar where it says done... or waiting for http://....
it will display the last tooltip you saw!

Reproducible: Always

Steps to Reproduce:
1. mouseover any text or image that has a tooltip and remember it.
2. on any page, scroll down (using the wheel of the mouse) to the bottom
3. while scrolling down, place the mouse pointer over the bar located at the bottom (status bar).
Actual Results:  
You will see the last tooltip text there.

I am not able to reproduce this. There still maybe extensions around with tooltip bugs. Please retest in safe-mode to be sure you're not reporting a bug in an extension.
I tried it now on firefox (safe-mode) and it also worked.
which part you think you are not able to reproduce it?
if it is the 2 and 3:
you should, after seeing a tooltip, open any page and scroll down using the wheel of the mouse... while scrolling down, put your mouse pointer on the status bar (where you have done) and you keep it there. you will see the last tooltip you have already viewed.
I did the following:

- on this page I hovered over one of the options in the "Flags" section and a tooltip appeared,
- I clicked on Component (on the left side)
- scrolled down with my mouse wheel
- placed cursor on Done in the statusbar

I see no tooltip after the last step.
i even tried it... following your comment letter by letter and it worked.
I think i knew the problem
you dont have to scroll manually, i mean you have to click on the scroll button so you will see a little circle with two little arrows (up and down) and then you move you mouse to the bottom and while doing this thing... you put the mouse on the status bar

and i made sure that it's not only on  my computer
2 of my friends tried it and it did the same result
This works for me as well. I haven't tested it in safe mode, but I can add some details. You don't need to be scrolling the page, or even to be on a scrollable page to get this to work; as long as you middle-click on the document and move the cursor over the status bar while holding the button, it works.
