This may be due to the broken database import on staging from bug 467107.

Two bugs, the error shouldn't be a 404, but also the queue table, or whatever it is, should be able to handle having a queue removed. We discussed this at the time, I don't recall offhand if a bug was filed.

I'm WONTFIXing this, since we don't have Live Chat at the moment and even if we decide to have one in the future it would be using different technology.
