When a new non-mail SeaMonkey window (e.g. browser) is doing biff on startup, we don't hook those calls up to nsMsgBadCertHandler (see bug 465978) currently, but it would be good to actually do that and don't go into the generic security dialog without exception options there. I assume that many users will actually run into cert issues via the biff before they run into them via the mail window...
