47340 - Cannot view iplanet psm page needed to install psm

I'm seeing this with my custom builds, the latest nightly (2000080208) and the
m17 branch.  If you go to
http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/index.html with mozilla,
you get:

Bad Request

Your browser sent a query this server could not understand.

The page works fine with communicator.

Setting to blocker.

I tried this on a different machine and the latest trunk build was able to
render this page but spit out this error:

JavaScript error: 
http://docs.iplanet.com/scripts/header.js line 141: section is not defined
Error was suppressed by event handler


Sigh.  Blowing away ~/.mozilla "fixed" the problem on the original machine.  I
would say that it could have been cache corruption except that my disk cache
appears to be empty.

Using Mozilla tip builds 2000-08-01 6PM Pacific Time on WinNT, Linux.
Verifying - page renders for me. Notice same error warning in console:
