You need support help to narrow down where the bug might be, or in how to move past it. Could be a lot of causes here and support techs can help you narrow things down. Start with the possibilities in

http://support.mozilla.com/en-US/kb/Bookmarks+and+toolbar+buttons+not+working+after+upgrading

Since your home page won't save either, and that's stored in a separate file, there may be a general problem writing to the "profile" directory.

http://support.mozilla.com/en-US/kb/Preferences+are+not+saved

It's extremely unlikely that the preferences and places files both were corrupted at the same time (since corruption of either is rare) so check that your profile files are not read-only. If the articles above don't help try http://support.mozilla.com/en-US/kb/Ask+a+question
Summary: Book Marks and Home Page → bookmarks not saving, back&forward buttons not working
your places.sqlite file could be locked, first of all try in Safe Mode:
http://support.mozilla.com/kb/Safe+Mode
What security (antivirus/spyware) software are you using? it could cause a file to be in use and not accessible.
Creating a new profile could help too: http://support.mozilla.com/kb/Profile
