Please add "CA Certificates" component to the NSS product.

Nelson, how does this interact with the mozilla.org CA Certificates component?
The mozilla.org component is for requesting changes to Mozilla's official
list, which is not code, and for which the work is evaluation of the CA's
practices and procedures.  When a CA has been approved through that process,
those folks file an NSS bug requesting that the cert(s) be added to NSS.
Today, those requests go into NSS's libraries component.  I'm just trying
to separate those out into their own separate component.
