To support start pages that are potentially different in 3.1 from the current start page served to 2.0.0.x and 3.0.x users, we need to rev the hostname used in the default browser.startup.homepage and browser.startup.homepage_reset to use <locale>.start3.mozilla.com. The new DNS wildcard record has been created and is live (see bug 476637). Patch for other-licenses/branding/firefox/locales/browserconfig.properties attached.
