Why:

This way it becomes very easy to e.g. upload a file to a website you use a lot, or to translate a word using a form that only reads POST data (something the "Search Engines" feature at the moment doesn't support IIRC).

How:
======================

Make it possible to "pass" parameters to a bookmark, for example by replacing variables in a bookmark URL with the data the user supplies (through a text input widget, or a file upload widget, etc.).

For example, the input widgets could be "embedded" into the 'Bookmarks Toolbar'.

Yes; certainly useful, but not to enough users to be worth shipping in Firefox.
