Details

The feature to send invites to current users is disabled now, because it broke during the transition to the pm cluster.  We need something like this:

Send [ 1 ] invites per user to [ 200 ] users (2419 users with no invites).

Note that the 200 users above need to be users that don't have any pending invites.  We don't want to send more invites to people who aren't giving them away.
Target Milestone: 0.3 → 0.4
We no longer use invite codes.
