Steps to reproduce:
1.Go to https://sm-weave-proxy01.services.mozilla.com/upload
2.Log in/sign up with valid credentials
3.Proceed to TOS page and then to step 3.
4.Notice that the "Create your won" tab is not highlighted in the header.

expected result:
"Create your own" tab is highlighted while user is in the process of creating a new persona

actual result:
"Create your own" tab in the header is not highlighted
