Build Id: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.1b3) Gecko/20090305 Firefox/3.1b3

After a user ignores the web forgery warning in the browser window's content area, the web forgery option in the help menu should not revert back to its original state. Fx is still bringing up a pop-down bar that gives the user an option of selecting the "This isn't a web forgery" button. This occurs on the latest trunk build as well.

Steps to Reproduce:
1. Go to http://www.mozilla.com/firefox/its-a-trap.html
2. Go to the Help Menu and notice the "This isn't a web forgery" option.
3. Click on the "ignore warning" hyperlink in the content area.
4. Go back to the Help Menu and look at the same spot as step 2.

Actual Results:
"Report Web Forgery" shows up.

Expected Results:
"This isn't a web forgery" should still be available in the help menu.
