is it the same user without privilege ? Or do you have actually two users ?

My bet is that any problem is due to NTFS permissions. While I can't speak for what happens when you change the datastore location, moving files as an admin won't make them accessible. Copying them to an accessible location will. (YMMV due to cross-volume issues). You should confirm that reduced privilege users have RW access to the new data store location, by checking the file system permissions or using a file system without ACLs
