Confirmed on Windows XP; don't know if there are thoughts behind this.

The tricky part is that pages can open a new window with about:blank and then inject content, so we need some sort of indicator that about:blank is unmodified. Otherwise, this makes sense, but I don't know how often people open a new blank tab and then close a window...
