Because Ratty loves us, in bug 476814 he gave us toolkit support for toolbar customization sheets or dialogs out of the same JS/XUL, so the only thing we need to do is set sheetFrame.toolbox = toolbox, and everything else is take care of for us. (I'm tempted by the SM change to include the sheet-panel for everyone and decide which to show based on a pref instead of all the noise of the ifdefs, but I'd rather do that in a separate bug with a day or so of space in between.)
