490059 - website: on homepage, add description underneath "featured designers"

the description component of 489191 was not completed in 1.1 filing bug to track that part of the issue.

- *featured designers* should include the name of the designer, a link to their
detail page, and the first 140 characters of the their description

e.g.  [Designer]  view designer>>
      [Description]

      <a>Interscope Geffen A&M</a>  <a>view designer&gt;&gt;</a>

couple of additional notes: 
1) 488490 adds a widget to "featured designer" which enables 4 designers to be
featured, instead of 1.

2. the "view more" link will be replaced by "view designer"

until we have designer descriptions in the system, let's include the persona design description underneath each featured designer. the reasoning is to bring a consistent look to the featured slots on the homepage.
