4911 - preferences dialog crops text

if you open up the preferences dialog box, the text is cropped (the last line -
text only - is missing about the bottom half of its letters).

We are going to have to change some of the
pane UI especially in the mail dialogs so that
this does not happen now that i have turned off
the scrollbar.
