Attachment: default instead of tip, optionally update all-locales to revision of change

I'd like to add support for the AllLocalesWatcher to update to a specified revision.

This is useful when replaying builds for a longer period of time, where the latest state of all-locales isn't wanted. It's not doing anything bad for staying up-to-date either. FWIW, the entry point is http://hg.mozilla.org/users/axel_mozilla.com/locale-inspector/file/20d43d071cf0/l10ninsp/changes.py#l66, which I use to gather historic data for the new iteration of the dashboard.

On the way, I'm going to rip out some final occurences of "tip" and replace them with "default".
