Mail/news appears to treat the drafts folder exactly the same as any other,
unfortunately. I cannot edit a message in a draft folder very easily. The only
option is to select edit message as new, modify it as needed, send it, then
delete the original draft message. This is inconvenient. A related missing
feature is an outbox that caches the outgoing messages, so that I may
distinguish between draft (as yet unfinished) messages, and finished messages
that I wish to not send immediately. (Outlook express certainly has this feature.)

The build number is 2000080712 (M17).
We have a Drafts folder where you can double-click the message to open it to a
compose window and edit it and send. Look into your Account Setup dialog and
see where your preference for Drafts is set to.

We do have "Unsent Messages" folder for messages which you've finished
composing, but wish to send at a later time. Again, pls see Account Settings to
see where this folder is located.

Re: Drafts
I could have sworn I wasn't getting the right behavior. I'll just eat my words...

Re: Send later
Found the missing bit of functionality in the File menu. Should have looked harder.

Sorry about the noise.
