501247 - prod socorro top crashers cron - fix no data links

We have a production issue where top crashers tables link to pages with no data.

The issue is that topcrashers has been failing since 4/16.

I've fixed the bug and have checked init mode to process 1 days worth of reports (instead of 14 which takes 4 - 8 days to complete).

Please do the following in prod:
1) Disable the startTopCrashers.py cron job

2) svn up -r1192 socorro/cron/socorro/cron/topcrashes.py

3) Re-initialize the top crasher by signature reports
./startTopCrashes.py -I True

4) Wait for this to complete. Check for successful completion

5) Enable the startTopCrashers.py cron job

Yea, current top crashers say "no data" which is not good so if we can do this, that would be helpful.
