You can't delete a top-level folder from the imap trash, because the code
doesn't think the folder is in the trash, and tries to move it to the trash, but
it's already there! This has been broken for a while (if it ever worked).
I have a fix for this. Please mark it '+'!

User can still empty trash, right?

Hmm.. By using 08-24-08-M18 commercial build, I can empty trash for messages & 
folders. After I deleted folders,I can empty trash with those folders. David, 
what kind of folders are you trying to delete (we suppose cannot trash the 
reserved folders as draft and template as 4.x, isn't it?)
Unless you set the draft & template to "local", then those fodlers can be trash 
afterwards.
Not empty trash, delete a folder under the trash, i.e.
1. Select a folder, delete it.
2. Expand the trash folder, delete the folder you just deleted.

I just tried to delete the fodlers from Trash, but it will display the Alert 
again "Are you sure that you want to moved the selected folders into the trash?" 
and display th other Alert "The current command did not succeed.The mail server 
responded: Mailbox already exists". Those folders seems disappear afterwards, 
but after relaunch again, they are back again....I need reopen this bug beased 
on today's verification.....

By using WinNT 08-25-08-M18 commercial build.
Right now it display: "Deleting this folder is not undoable and will delete all 
the messages it contains.Are you sure you still want to delet this fodler?" 
which is the correct Confirm message now. Marking as verified!!
