We need to install this upgrade. It fixes some tag and search related problems, but most importantly, it now requires an API key to create new users, which means that it's no longer trivially possible for spam bots to create new accounts by directly talking to the API (thereby bypassing the captcha).

This also fixes some data loss bugs; we haven't been affected by them to my knowledge, but I'd prefer to keep it that way.
Need to make sure we patch this upgrade with the patch for bug 505335 and bug 505337, as 9.02.4 won't include the fix.
