Download history will not be retained after restart, when I set preferences so that Browsing history should be automatically cleared at the time of quit of Firefox 

Reproducible: Always

Steps to Reproduce:
1.Start Firefox with new profile
2.Tools > Options... > Privacy pane
3.Chose Shiretoko will: "Use custom setting for history"
4.Check  "Clear history when Shiretoko closes" to ON.
5.Click "Settings..." button
6. Check "Browsing History" to ON, the other checkbox set to OFF
7. Close all dialog windows.

8. Download samething (Ex Fire > Save Page As...)
9. You can confirm that a download history is available in the Download Manager(Ctrl+J)
10. Resart Firefox.
11.Open Download Manager(Ctrl+J)

Actual Results:  
Download history was gone.

Expected Results:  
Download history should be retained.
