506112 - Clone windows ref image for windows 7 SDK testing

Please create a new VM based on the windows 2003 reference image.  This VM will be used to test out installing the windows 7 SDK, and generated builds on mozilla-1.9.1, and mozilla-central.

please call this VM "rarnold-test" to clearly denote this is separate to our other production VMs, and please put this VM on the dev sandbox ESXHost where Rob can access it easily, without impact to production systems.

This machine isn't tied to LDAP.  Ping build and they can give you the administrator password.

Before we you get to far it appears the scrubbed image is at least as old as

Phong: fyi, I've renamed our refimage to be "win2k3sp2-ref-vm".

After cloning this VM to come to RelEng for scrubbing, then we can hand it off to Rob.
