Pressing up or ctrl-up. does not function anymore.

Reproducible: Always

Steps to Reproduce:
1. Open "http://technet.microsoft.com/en-us/library/cc758523%28WS.10%29.aspx".
2.Scroll down using the scroll bar and place the cursor anywhere near the document's middle.
3.Press up or ctrl-up.
Actual Results:  
Nothing happens.

Expected Results:  
The page should be scrolled up or to the document's beginning.

This is supposed to happen. There are 2 frames, only one can have focus at a time.

Obvioulsly there are internal-statespace-observalble, that are hindering my browser from working correctly, but not Yours.

does the issue still occur in the http://support.mozilla.com/en-US/kb/Safe%20Mode (Safe Mode) ?
