we should allow user to chose which one, but in the absence of making the choice, should default to the vcs username, not the bespin username

Fixed in eaaae43e3eb7

Also documented in the User Guide.

There are two approaches, one of which has always been around and the other of 
which is new.

1. set vcsuser: globally lets you set the username to use for commits
2. vcs clone now lets you set the VCS User for each project independently 
(defaults to just using the vcsuser setting)
