The problem was originally reported in Japanese bugzilla, 
http://bugzilla.mozilla.gr.jp/.

Two cases are reported.
1) Crashes when selecting Japanese encodings.
2) If not carsh, Japanese characters are over wrapped since singble-byte 
character width is applied to double-byte characters.
The first bug is a dup of bug 49670.

Please check this on the latest build. we have DBCS working as well as character 
set.
These are both fixed. Marking fixed
