I am doing this as part of bug 474711 and logging a separate bug so the feature shows up in the fixed list.

Gloda will now pay attention to bcc'ed recipients.  This will be exposed as part of the "bcc" attribute.  I am additionally adding a "recipients" attribute which is the union of to/cc/bcc.
Bug 474711 has landed with this fix.
