When sending empty email, with recipient and subject field filled and nothnig more, immediately appear a non informative window that: Message sent failed. Error writing temporary files. 
User having problem has roaming profile. On another computer with, maybe another version of Thunderbird, everything runs fine.

I have checked permissions. User has full control.

Expected Results:  
Mail must be sent to SMTP server. OR!
Pinpoint, where that temporary file can not be written, like: cannot write \%path%\%temporaryfile.ext%. Access denied. Or wrong permissions or anything else, that is sufficiently informative. 

XP SP3 with latest patches. Use ESET NOD32 v4 Antivirus.

Did you enable the qurantive anti-virus option  ?
Same for me.
V2.0.0.23 on windows shows the same behavior for me from time to time, 
V2.0.0.9 (if I remember well last upgrade) was ok. 
Bug appears either when sending a new message or forwarding a message.
Workaround used: choose message format "html only". 
With "text only" or "auto", I get this message (translated from french) : 
  Message sending failed. Unable to open the temporary file 
  c:\DOCUME~1\defaultuser\LOCALS~1\TEMP\nsmail-1.tmp. 
  Check your temp directory parameters.
On the properties dialog box of "temp" dir, security tab, 
the "read-only" check box keeps showing checked greyed, but I have full-control on the directory.
After clearing of the "read-only" checkbox the bug seems to have disappeared.
But the readonly checkbox is still checked grey...

Bug still present when forwarding another message, event when saving message in drafts
Here is the error message translated from french:
  Unable to save your message as draft
  Unable to open the temporary file 
  c:\DOCUME~1\defaultuser\LOCALS~1\TEMP\nsmail-1.tmp.
  Check your temp directory parameters.
Workaround used : Options / format / text only

Ojars Krumins(bug opener), did you check real location(directory) displayed in the message?
At Command Prompt, execute "SET temp" or "DIR %temp%. (no quot)
What is displayed? Same path as one in the message?

Environment variable TEMP=C:\.../TMP=C:\... is merely a text string. When non-ascii character is involved in it, current MS Win perhaps puts Unicode text in it. Tb probably expects string in "system character set" for TEMP, TMP, as MS DOS, Win 3, Win 9x did so. (I don't know behaviour of Win-NT/Win-2K).
If this mismatch is cause, change temp path(user name part) to ascii-only string, and create the directory.
