The add-on collector is a useful tool for Firefox add-ons that allows people to group together sets of common add-ons.  This could prove an excellent way to develop new features inside the future Thunderbird versions and also allow people to share common functionality among groups of users.

I think getting this extension working could happen in parallel to getting bug 517498 fixed however I'm going to block on that bug as it is likely part of the core experience.

Not sure that General is the right category here but there wasn't another one that fit either.
Getting this working would provide us with a method to give people the "3.1 Beta Testing Add-Ons" collection which would be helpful for testers.  We might want to make this one happen first or in parallel to other add-on ideas.
