Details

In 5.2 we are going to start tracking update ping locale information. We need to add a locale column to update_counts so that Daniel can modify his scripts to export that data to us.

Filing for 5.1 so we can get this SQL run with everything else. The column should be the same as all the other ones there that contain a serialized array.
