It looks like if page served over HTTPS has any "data:..." URLs in it, this page got marked as "partially encrypted".

Steps to Reproduce:

Actual Results:  
"lock icon with exclamation sign" in status bar

Expected Results:  
"lock icon"

I do not think it is platform related.  FF on XP behave the same way.
This is fixed in upcoming releases, duplicate of bug 477118
