Note: this is a meta tracking bug for UI mockups and discussion of the overall user experience.

Currently we rely on the bookmarks and history menus (or the Library window) for completely browse-based operations into bookmarks and history.  By adding these items to the new local Home Tab, mouse driven users will have an easy to locate target for accessing their personal information.  Also this makes the integration of places into the Web browser experience more seamless, navigating into your bookmarks and history is now like navigate a Web page (instead of menu command structure designed for desktop publishing applications).
Is there a Home Tab bug yet? This bug depends on that one.
Not yet, I was focusing on purely places UI first.  I'm going to set up a similar dependency tree for all of the potential 3.7 and 4.0 features, and get everything linked up across all the areas.
Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
