image dialogue gets stuck in loop with user

modern commercial builds:

- open image insert dialogue. 
- browse to select an image to insert
- enter yexy in alt text filed
- click okay


expected results:  image insterted to editor

tested results:  
dialogue responds with message about entering text in alt text field...everytime 
you hit okay wether there is text in the alt tesxt feild or not...that message 
comes up. hitting okay there takes you bake to main image insert dialogue.

we are looking at this right now, there was a theme checkin that may fix this by 
jhewitt
the bug 52495 fix, fixes this problem
