Google Toolbar does not install, tried several times on a newly re-installed computer

Reproducible: Always

Steps to Reproduce:
1.open url
2.try to install
3.
Actual Results:  
 error report;
Firefox could not install the file at http:\\dl.google.com\firefox\google-toolbar-beta-win.xpi

the etc etc part is the important part.
This might be a dup of bug 514155, but it's hard to tell.
