Compose window doesn't appear to reflect changes to the Outgoing Server setting for an account.

What's worse: I removed the Outgoing Server entirely, and it's still being selected as the default when composing a message.  It should be gone entirely from the "From:" drop-down.

I don't recall this happening on 3.0b4, but is definitely a problem on 3.0.1pre.

"From:" drop-down never has direct relation to "Outgoing Server" setting.
"From:" drop-down has direct relation to "Identity" setting only.
   Do "Send Later", and see mail source in Outbox of "Local Folders"
   Identity number is held in X-Identity-Key: header.
And SMTP server choice is held in "Outgoing Server" section of Identity setting.
Main identity's such settings is displayed at Account Settings panel, Copies&Folders panel and so on of account setting.

What phenomenon do you mean by "entirely removed Outgoing Server is still being selected as the default when composing"?

There is known bug for next issue.
  Newly added Identity after compose window open is not displayed in
  From: drop-down of already opened compose window.
AFAIR, I saw a bug which stated "it's applicable to deleted identity".

Are talking about this kind of issues?
It's worse - I can terminate the Shredder.app process completely, start it again, click Write to open the compose window, and the From: drop-down still contains deleted identities.
Identity is defined by mail.identity.idX.xxx and is pointed by 
mail.account.accountN.identities.
Can you attach next two. 
(1) List of next entry for all N and X.

"From:" drop-down collectly displays all identities defined in your profile.

SMTPs are defined by mail.smtpserver.smtpY.xxx(listed by click of bottom most "Outgoing Server(SMTP)" of account list), and is pointed by mail.identity.idX.smtpServer(set by Identity Settings/Outgoing Server(SMTP):).
Tb doesn't delete mail.identity.idX.xxx which points mail.smtpserver.smtpY.xxx upon deletion of mail.smtpserver.smtpY.xxx. So, if mail.smtpserver.smtpY.xxx doesn't exist when mail.smtpserver.smtpY.xxx points smtpY, Tb uses defaulted SMTP(defined by mail.smtp.defaultserver).
When mail.smtpserver.smtpY.xxx is deleted while mail.identity.idX.xxx points smtpY, SMTP choice UI for identity probably displays current default SMTP server as chosen SMTP for the identity.
  SMTP choice UI I called:
    Identity Settings/Outgoing Server(SMTP):
    If main identity, Account Settings of an account/Outgoing Server(SMTP):
Thank you for looking into this and explaining how identities are mapped to SMTP servers.

If this is all expected behavior, then I apologize.  It wasn't obvious to me how the defined identities, multiple accounts, and SMTP servers definitions all interacted.
