We need to add a message that states we've changed the TOS. I'm thinking above the footer will be fine as it's temporary.

Message: "Mozilla has recently updated the Personas Designer
Agreement, which is now called Terms of Service.  The primary change is to
provide more detail around the representations and warranties so that designers
have more guidance and there is more transparency.  You can see the full terms
here [insert link]."

Stephen: I know this is coming in late, my fault for forgetting about this.
