I have first downloaded the French Thunderbird v3.
I have had pb with security settings associated with my outgoing server (SMTP).
Into the options, I selected this one, and the panel presenting the selected outgoing server properties was quite empty, with only a "OK" and "Cancel" ("Annuler" in French) buttons. Nothing more => KO

Then, I have download the English Thunderbird v3.
And the panel for outgoing server properties presented all the properties I need in order to change security configuration => OK

Well, the French localization has drawbacks.
Works for me in French TB. Dominique does it work better if you delete the file name locastore.rdf in your profile ?
Well, I have first downloaded a "French" TB with the pb described above.
I have next installed an "English" TB and then, unclick the wanted option.

This morning, I have again installed a "French" TB and the panel (see above) is now... working! So, I can't reproduce my initial pb, and that is, a good news and a bad news...
