Under the Help menu (Windows) middle clicking on "Firefox Help" and "For Internet Users" does not open information in a new tab.  The other help menu items do open the information in a new tab when middle clicked.

These menu items always open the pages in new tabs.  This patch doesn't change that; it just allows middle-clicking to work.
