Description

STR:

1. Use IE 7/8/Opera on Windows with the latest version of Flash installed
2. Load http://personas.stage.mozilla.com/en-US/
3. Try to click on the Personas video

Expected:

Video plays

Actual:

Either you get a warning about Flash not being installed, or it just doesn't respond when clicked on

In compatibility mode in IE 8, I get:

From talking with Ryan, this is basically an "upload video to YouTube for fallback cases" bug; I'll let him re-summarize.

Flash video should play for browsers that don't support ogg (IE, FF<=3.0)
