I think for most users, the all-tabs panel with thumbnails will be more useful than the flat menu popup. And all serious issues seem to be resolved -- see the dependency list of bug 505404 for what's left. So I think it's ready to be enabled by default. Note that the decision to disable it for 3.6 was made pre-bug 465076, which solved a lot of issues.
