Under certain conditions (and when there are more tabs then can be shown on the display at once) the "List All Tabs"-button does not react. No list is shown. My assumption is, that the browser shows this behavior when some tabs are still loading. After a few tries I didn't managed to reproduce this bug intentionally.

Reproducible: Sometimes

Actual Results:  
Klicking "Show all Tabs" doesn't opens the 'all Tabs'-list. Several klicks are necessary to open the list.

Expected Results:  
List should appear on first klick.

Reproducible steps would be helpful. If you have those please also test in Safe Mode (http://support.mozilla.com/kb/Safe+Mode) with extensions and themes disabled. Which ones do you have installed?

Reporter, please update if it works fine in safe mode or try creating a new profile.

No feedback from the reporter. Feel free to reopen the bug when you are still able to reproduce it with the most recent version of Firefox.
