Implement the no-restart add-ons from bug 542385 on the branch version of the extension manager.

Re: bug 542385 comment 8, is it not the case that the trunk patch is just a straightforward port here?  It sounds like the two patches will be completely different.

The trunk and branch versions will be very different, though of course they must behave the same way, we should write down the spec for bootstrap.js in the wiki somewhere.

Dave, when do we plan to work on backporting that feature to the branch? Once we have shipped Firefox 4.0?

I need to evaluate the work here and talk to the jetpack/product drivers about this. Now that we plan to ship Firefox 4 in 2010 it may not be worthwhile to backport.

We have decided that since Firefox 4 is on such an aggressive schedule it is no longer worth looking to backport the work to branch here.
