This could be resolved with some kind of custom header editor such that people could get any order they like. However changing the header order around causes huge stirs in our community of users so we would need excellent proof that this is the correct change to make. The only way to make this kind of change happen is to create an extension which has the correct order, then we can get larger testing from the Thunderbird audience and make a choice. This is the same path the Thunderbird development team is taking for similar efforts. If you need help getting started don't hesitate to ask on IRC or the newsgroup.
