This is a new problem with Firefox 3.6, never before encountered in earlier versions. Extensions Manager will not open except to new tab containing no content. In order to open Extensions Manager, you first have to create a new tab, then go to Tools > Add-ons. 

Reproducible: Always

Steps to Reproduce:
1. Open a Web site in a tab.
2. Leave the tab selected.
3. Click Tools menu > Add-ons.
4. Nothing will happen. Extensions Manager will not open.

Actual Results:  
Extensions Manager would not open.

Expected Results:  
Extensions Manager should open in the same or a new tab.

This appears to be a MR Tech Toolkit issue. If I set MR Tech Toolkit to open Extensions Manager in a new window, Extensions Manager will open in a new window. But if I set MR Tech Toolkit to open Extensions Manager in a new tab, Extensions Manager will not open except to a newly created tab.
