This is for the http://hg.mozilla.org/jaegermonkey
method-at-a-time-JIT repo.
You want to create a new incubator repository? If so, the policy is at http://www.mozilla.org/hacking/incubator-repository.html. Please start with the "Logistics and Operational Parameters" section first and go with that. If the incubator repository method is indeed the way you wish to go, I will resolve this bug as INCOMPLETE until the repo has been approved and created.

There is no such repository, as far as I can tell.
As per https://wiki.mozilla.org/Commit_Access_Policy#Level_1_-_Try.2FUser.2FIncubator_Access, you need one voucher.

Also, please attach your SSH public key to this bug.
